A helpful diagram explains the exam process. You’ll need to request permission from your unit commander and wing commander (copy to your wing director of cadet programs) to attempt the exam. As a practical matter, do not expect to attempt the exam for at least 2 weeks after you make your request. Even if the wing commander approves your request, he or she will need time to appoint a proctor and then the proctor will need time to coordinate with you regarding the date, time, and location of the exam. See CAPR 52-16, Figure 5-1 (page 22). National Headquarters evaluates the essay’s grammar, organization, and content using this grading critique. Cadets have 60 minutes to complete the essay, and may use a dictionary or spell-check. It is graded pass or fail. Cadets will receive their exam results via their senior member exam administrator within 10 days of submitting the essay.You also need to show that you have some leadership skills. Look at the goals below and once in a while ask yourself how well you’re doing in those areas. If a cadet’s membership is about to lapse, the cadet should be sure to renew at least 72 hours before attempting the exam, otherwise the exam software may deny access to the exam materials.

This regulation, dated 01 October 2006, supercedes the corresponding section of CAPM 39-1, which is dated 23 March 2005. (In theory, a change to the manual should have been issued simultaneously.). Only time will tell. Personally, I want the CAC ribbon to officially be authorized for Senior Members, but a simple read of prevailing regulation at this time prevents it. A change in the rules regarding an already approved award would not require Air Force approval or a change in 39-1 (well, except to the order of precedence table). What needs to be changed is in 52-16 and 39-3, not in 39-1. In addition, in practice changes to uniforms, especially corporate uniforms CAN be done by interim change letters, as was done numerous times by the previous national commander. As it currently stands, AFAIK CAP NHQ considers the ribbon authorized for senior members.Such expiration dates shall not be more than 180 days from the date the letter was issued. It does not technically say that if this isn't done, the ICL becomes invalid or no longer in effect after 90 days. I believe that this is clearly intended to make them expire, but if changes were being posted properly, it would be a moot point (as one would expect, and thus write the regulation the way it is). It's a simple concept that permeates all (US) military services and auxiliaries. The problem is that they have caused a lot of contradictions in policy. Until there is an actual CAPR or CAPM statement regarding these and not simply a letter (one not even designated as an ICL within itself), it cannot be said definitively that the regulations so state. That said, I appreciate and respect your view and hope that we're ultimately on the same page, perhaps just different paragraphs of that page, so to speak.

There used to be a time when things like CAPR 5-4 were followed and even slight changes to the Uniform Manual were published in changes. We used to have to write the changes in, then later the changes were of full pages, so it was a simple replacement. The difference between a letter (non-binding) and a change (binding) is minimal in the work to type it up. There is absolutely no logistical reason why these letters could not have been done as changes. It is only recently, very recently, that changes are done in this unofficial, unmilitary-procedure fashion of policy letters. Let me be clear, I want the CAC ribbon to be permanent, but I have always taught to follow the regulations and to know the regulations, and for me to do any different would not be acceptable now. One day, hopefully soon, this will be properly codified. Until then, we here need to leave it vague as we had before. Letters simply are not binding in this matter. They are in practice and in use throughout the nation, and no one is treating them as illegal. I do not think it is the place of Wikipedia to document personal issues with the legality of what National is doing. I think that's the best option. That said, I didn't change it back as I feel this is a consensus issue more than a right-or-wrong issue. If the consensus is to incorporate the letters, than let's do it. If the consensus is to hold off and not state definitively either (my preference), then let's do that. I'm asking because I could have missed something somewhere, but unless there's something other than the so-called Interim Change Letters (which were not published as ICL's), there's nothing unexpired. Because the letters themselves are (as we've discussed above) arguable, we've decided that we should keep the reference here intentionally vague until there is an official, CAPR5-4-compliant change to the regulation. There are many blind redirects and it's really hurting the representation of this information.Most of Wikipedia's reader's aren't interested in a laundry list of ribbons that CAP members can earn. I'm trying to bring it closer to a normal Wikipedia article by creating sections and will soon be rewording most of the content. If you really want to know how ribbons are earned, you should be reading the appropriate manual - not looking at Wikipedia (I'll be referencing the manual as well). The old ones with designs on the front may not be salvageable, though since they date from WWII, I could probably claim they are PD-USGov-Military-Army (or Army Air Force).

Is that a reasonable assumption to make.Your assumption is definitely correct.Technically I'm not certain on that, but the bulk of the current cadet achievement system was created with the program realignment in 1964, that's when the milestone system with Mitchell and Spaatz and most of the other achievements came into being. The most essential ingredient to a successful encampment however is the people: in attendance as flight members, and those responsible for them. Encampment can be the most significant, worthwhile training experience in a CAP cadet’s career. Training is what the encampment is all about; in-flight cadets and staff members, both cadet and senior, are all trained. Commanders, or their designated senior members, are responsible for providing the adult leadership and supervision necessary for the cadets to achieve their missions and goals. Specified requirements will be accomplished before receiving credit for each achievement: Each cadet will partic ipate in squad ron activi ties in order to comple te each achiev ement. There are some import ant consid erati ons to remember: Cadets should partic ipate in pla nning and le ading the ac tivit y. Each activity should have a goal and at least one objective measurement (a measure of success) that is tracked. These measurements enable the commander to make decisions that may improve the activity. Units should establish an “Activities Committee” to assist in planning the activities program. During each achievement and milestone award (see paragraph 2-3b), all cadets in physical fitness Categories I, II, and III must take and pass the Cadet Physical Fitness Test (CPFT) events required of their physical fitness category, as described in CAPP 52-18, Fitness training will not be used as a form of punishment or as a vehicle to teach remedial discipline. The overall grade for the CPFT is either pass or fail. Tests may not be “banked;” tests completed during a previous achievement are not applicable toward future achievements. The CPFT m ust be administered and passed during each achievement and for each milestone award. When retesting, all events required for their physical fitness category must be completed and passed. Cadets will complete all four events during the same t est period. Cadets may assist in proctoring the CPFT under the supervision of the test administrator. The unit’s testin g off icer e nsure s that the ca dets are te sted prompt ly whe n the y are ready.

The Wright Brothers Award, Mitchell Award, Earhart Award, and the Spaatz Award also have a comprehensive exam, which includes a leadership portion. An excellent guide to help the cadet in completing this assignment is AFH 33-337 The text used depends on their CAP grade (see paragraphs 2-6 through 2-9 for specifics). Instructors should conduct classes and group sessions that support the cadet’s self-study. Senior members and Phase III or IV cadets should act as aerospace mentors. Mentors should take an active responsibility for the individual cadet’s success (see CAPP 52-6, Also, the national CAP web site (www.cap.gov) contains links to excellent AE guides. The Mitchell Award, the Earhart Award, and the Spaatz Award exams also include comprehensive aerospace portions. A CAP chaplain or moral leadership officer (MLO) should coordinate the program. In units without a chaplain or MLO, the commander will work with the wing chaplain to recruit a qualified chaplain or MLO. Commanders may appoint a senior member to conduct moral leadership training if a chaplain or MLO is not available. Guidance for conducting the moral leadership program is found in CAPP 265-2, Civilian clergy and other community resource leaders may be invited to participate when accompanied by a CAP senior member. To advance in grade, cadets will participate in at least half of the moral leadership f orums offered since the completion of the last achievement.
