While capa ble of operati ng as a stand-alo ne meter for c ertain funct ions, the REX meter is p rimarily d esigned t o provide a fle xible meteri ng platf orm that ca n operate with a va riety of com municatio ns tech nologies to provide remote or automated meter dat a collect ion, also referred to as au tomated m eter reading (AMR). The meter co nsists of a socket-mounted meter encl osure with current and voltage sensors con nected to a pow erful mic ropr ocessor - based mete ring calculatio n engine. The unit measures, pr ocesses, stores, and locally displays energy (kW h) and oth er related mete ring da ta via an in tegral l iquid cr ystal display.

Met ering data i s also ma de available t o AMR co mmunication s modules that can either be m ounted o nto the m ain meterin g circuit board or ad ded as optional sep arate circuit boa r ds for which space i s provided under the meter cover. The REX m eter can i nclude an i ntegral Elster Ele ctricity-d esigned radio frequency (RF) t ransmit ter and receive r module t hat operates i n the 900 M Hz unlicense d spectrum. The 900 MHz modu le allow s the REX m eter to sup port two-way com municatio ns with ot her meter s in an Elster Elect ricity-desi gned RF- based local area network (LAN ) for automat ed meter reading. The Elster Electric ity RF LAN te chnology in cludes such f unctions as au tomatic registration upon instal lation, netw ork time sync hroni zation, downloading of time-of- use (TOU) meteri ng schedules, scheduled dema nd rese t, re pro gramming of RE X functio ns, and numer ous ot her featu res. By usin g the fu ll capabil ities of it s meter en gine and t he Elster E lectrici ty 900 MHz RF LAN, the REX me ter of fers a highly fl exibl e meteri ng platf orm, allo wing impleme ntation of met ering functio ns such as b asic energy measurement (kW h), power (kW demand), T OU metering, load profile inte rval recording, and criti cal tier prici ng. Wi th the Elst er Electrici ty EnergyAxis System, any of these f eatures can be eng aged or dise ngaged remotely at an y time, thu s offering operation al flexib ility wi thou t the costs of manua l meter rea ding, equi pment cha nge-outs, site visits, meter reprogramming, an d other expens es. REX mete r Stan dards Compl iance The REX m eter meets or e xceeds the A merican N ational Stand ards Institute (ANSI) stan dards for electric ity met ering, and it is inte nded for use by sin gle phase util ity c ustom ers.

The highly selective choice of meter componen ts provides for a very reliable meter. The R EX mete r uses nonv olatile electrica lly erasab le programmabl e read only me mory (EEP ROM) to store its customer -specific config uration p arameters a nd all met er data. If power is interrup ted, the da ta will b e preserved. Mainta inabili ty. The design provides easy acce ss to the met er circuit board and all op tion boa r ds. Ci r cuit boards may be adde d or exchan ged withou t special too ls or rewiring. Adap tabili ty. The REX me ter is de si gned so tha t it m ay be eas ily upgr aded t o support addi tional opt ion boards. The REX meter has also been desi gned to support an internal service co ntrol switch that can connect and disconnect electrica l service to a consumer. Th e service co ntrol switch must be specified at the time of o rderin g. Economy. The REX meter save s both ti me and mon ey. The REX meter is tam per -res istant. S ince ther e are no movi ng parts, traditio nal tamper ing techn iques on th e REX mete r will be l ess successful than on electromecha nical meters. The REX m eter is also a bidirectional meter. I t always m easures kWh received as well as the select ed energy quantity. A polycarbo nate cover resists cra cking and breakage du e to physica l abuse. T he meter coun ts and stores the numb er of pow er failures, which can be used to help dete ct tamperi ng with th e meter servic e. Accura cy. The REX mete r is a 0.5 accuracy class meter (as defined by ANSI C12.20) an d meets or exceeds A NSI an d IEEE requirements.S ee Figure 2-1 for the si ngle phase REX meter block di agram (i ncluding t he integra l 900 MHz radio).

S ee Figure 2-2 for the Form 12S R EX meter blo ck diagr am (includ ing the i ntegral 9 00 MHz radio ).Usin g this in put voltag e, a power supply gen erates a 6. 4 V and 3. 3 V supply. On For m 12S met ers, phase A v oltage must be p resent to power the meter ci rc uitry. Curren t and V oltage Sensing. Power line currents and vol tages are sensed using specialized current sensors and resistive dividers, r espectively. Multipl ication an d other calcu lations are perf ormed usin g an in tegrated ci rcuit (called th e met er en gin e ). The meter receiv es the current through a precision-w ound current transf ormer that reduces th e line cu rrent proportionally. The meter engine sa mples t he phase current to pr ovide accurate current measurements. The met er receives the vo ltage through resistive divi ders to ensure tha t a linear logic lev el vo ltage is m aintained. This also ser ves to mi nimize phase shift over a wide dynam ic range. The meter engi ne samples t he scaled in puts provided by the resistive div iders to p r ovid e accurate vo ltage mea surements.Multiplica tion and other calcu lations are perfor med usin g the meter engi ne. Wh en the micr ocontr oller detects a powe r failur e, it initiate s a shutdown. A shut down is the process that stores billin g and sta tus inform ation in EEP ROM. EEPROM. The R EX meter u ses EEPRO M for nonv olatile sto rage of manufact uring data, m eter con figuration d ata, and e nergy mea surement data. Th e meter en gine sampl es the volt age and current inputs, computes energ y, and sends these measurements to the microcontroller. In the meter engi ne, each pulse is e qual to on e K e defined as secon dary-rated Wh per pulse. Note: When the select ed metered quantity is kWh net, the meter calculates d emand from kWh-d elivered an d stores kWh- deliv ered pulse s for load profil ing. Demand Calculati on. Demand is t he average value of p ower over a speci fied interval of time.

Th e REX meter suppo rts the block inte rval meth od for demand calculatio n. The dem and in terval is sp ecified in mi nutes and m ust be 15, 3 0, or 60 minutes. The block interval c alculat es demand u sing the fol lowing eq uation: For examp le, if the demand interv al is 15 m inutes and t he total accumulate d energy is 50 kWh, the n the deman d is 200 kW. Maximum Demand. Maximum de mand (also referred to as in dicating demand ) is the highest demand va lue that oc curs in a billing p eriod. T he demand f or each dema nd inter val is calc ulated an d compared to an earlier maximum demand va lue. If the n ew interv al valu e exceeds the previous maximum demand, then the new dem and is stored as the m aximum dema nd (see Figure 2-3). Wh en a demand reset occurs, the maxi mum deman d is reset to zer o. The de mand for the firs t full i nterval after the de mand r eset bec omes the maximum deman d. Figure 2- 3. Maximu m demand Demand Fo r giveness. Demand forgivene ss is the time du ring wh ich demand is not calcu lated or stored afte r a power fail ure. The demand for giveness ma y be set to a numbe r between ze ro (disabled) and 255 minut es.The REX meter stores the energy dat a for up to 4 rates. W hen a season chan ge occurs, t he REX me ter invali dates the switch poin t informatio n until new switch po ints are downloa ded from the collector. T he REX met er stores energy in the defaul t tier (rate C) if the swi tch points a re invalid or i f the REX meter does not kn ow the r eal time. Wi thout the collector, t he REX me ter does no t know day type inform ation. The collecto r downloa ds calendar informa tion to the REX met er to specif y the da y type for the next 32 days. Th is 32-day cal endar is stored in the RE X meter a nd allows t he REX met er to set the day ty pe correctly at each mid night crossing.

In ad diti on to the s witc h poin ts fo r the 4 day type s, th e REX mete r ha s a separate table that allows for t ier overri des or criti cal tier pri cing. In co njuncti on with the M AS, the collect or may be t old a start t ime and a stop time for a tier override. W hen in a t ier overri de condi tion, the col lector writ es the tier override table in the R EX met er forcing the REX m eter to use t he overrid e switch poi nts for a specific p eriod of time. At the end of the overri de period, the RE X meter will revert to the standard switch p oints tha t are stored in the RE X meter’ s nonvolat ile memory.T he load profiling inte rval leng th can be different from the demand interva l leng th. Note: If the me tered quan tity is kW h net, loa d profi ling stores the number o f kWh deli vered pul ses. K h puls e divis or. A pulse div isor is used t o scale d own the numb er of K h pulses rec orded in each load profiling in terva l. This al lows recordin g of data t hat may exceed t he maximum number of pulses that can be stored in each l oad profiling inte rval (e ach interv al can store 4095 p ulses be fore overflowing ). The standard valu e of K h for all RE X meters is 1.0. If the diviso r is set to 10, then each load p rofiling pu lse count represents 10 Wh.The u ltraviole t (UV) st abilized polycar bonate cov er reflects sola r radiation, resulting in m inimize d discolora tion and reduced in tern al heating. The gra y polycarbon ate side w alls of t he meter cover reduce the i nter nal temp erature rise cause d by sun loa ding, which may extend the l ife of the el ectronic components. The cover h as a clear p lastic window that allows th e meter LCD to be view ed. Removi ng the cover r eveals the inne r housing. Nameplate The namep late is mount ed on the in ner housing. The namep late identifi es importan t informat ion abou t the mete r. For more info rmation on the namep late, see Ap pendix C, “Nameplate Informati on.

” Inner Housing The polyc arbonate i nner housi ng is de signed to provide extra protection to the electronic co mponents and to allow the RE X meter to be safely h andled w hen the meter c over is removed. Real Energy Indicators.

The real en ergy indicat ors pulse at a rate proportional t o kWh consum ption. Th e center square indicator p ulses to indicate pulses of K h. E ach square indica tor pulse ( turns on and off) indica tes 1 K h. A single transitio n (on-to-off or off-to-o n) indica tes ? K h. The arrows toggl e for each K e. This mean s that a sing le transiti on of an ar r ow pulse (off-to-on or on-to-o ff) r epresents K e (see T able 2-1 for a list of K e based on mete r form). Th e left arrow ind icates energy being received, and th e right arrow indicates en ergy be ing deliv ered. Wh en the v alue in t he displ ay quan tity is a demand quantity, k W is displayed on the LC D, as shown i n Figure 3-4. When the valu e in the disp lay quantity is a n energy q uantity, kW h is displaye d on the LCD, as shown in Figure 3-5. Figure 3-4. While operating, the test LED (see Figure 4-1) transmits t est pulses proportional to metered ener gy. Each p ulse repr esents one K h of energy. S ee “Op tical Pulse Outputs” on page 4 -1 for mo r e informa tion. Received energy arrow Delivered energy arrow K h pulse ind icator After the initial LCD test, t he display wi ll then scrol l thr ough all pr ogrammed displayab le item s before beginning the disp lay cycle agai n with th e first displaya ble item. The meter p erforms a self test at p ower restoration and once every 2 4 hours to make sure it is o perating c orrectly. The self test en sures that the REX m eter is functioning properly and tha t its displayed q uantities are accurat e. See “Met er Self T est” on page 5-1 for m ore information o n self tests, errors, an d statuses.

Resetting the REX Meter When usin g the o ptical port to issue c ommands to the REX meter, the optical password must be u sed. The op tical password can be sp ecified whe n the REX meter is ordered. Addit ionally, the optical pas sword can be changed u sing Elster Electric ity meter su pport soft ware. Using the o ptical port requires removing the m eter cove r and plac ing an o ptical probe onto the op tical port t hat is molded onto the f ace of the m eter’ s i nner housing. The meter can also be in structed to pe rform the dem and res et im me di ate l y. In all demand reset occu rrences, the meter copi es the present billing data and stores it i n the demand r eset data area. This data is referred to as previ ous bill ing data becau se its general p urpose is t o preserve the data as o ne billin g period ends and the next bi lling peri od begins. T he meter stores only one copy of the p revious bill ing data. T he next de mand reset overwrites whatever i s currently stored as the previous billing d ata. Th e demand r eset data area copy can b e read by MAS. The clear current billin g data is performed immedia tely when t he REX me ter receives the c ommand over the 900 MHz network. Clear Data This procedure is used in the m eter shop bef ore installing the meter i n the field.The source for the optical pu lse output is kWh of the metered quantity (see “Metered Energy” on p age 2-3). Th e K h is equal to 1.0 Wh per pul se. Note: If the me tered quanti ty is kW h net, the test L ED output is kWh delive red. Figure 4- 1. It is norm al, however, to test i nstalled REX m eters periodical ly to ensu re accurate bil ling. T esting procedures are the s ame regardless of the type of meter b eing tes ted.

Additiona lly, the R EX met er performs a self test every 24 ho urs and after any power restoration t o determin e if it is oper ating properly. Th e self test ensures that the R EX meter is function ing properly and its d isplayed qu antities a r e accurate. Any errors encou ntered will be displayed on the L CD. The self test in corporates a se ries of electronic analyses verif ying many asp ects of the RE X meter. After any power restoration, all of th e LCD segm ents will b e tur ned on brief ly before begi nning the disp lay seq uence. Elst er Electricit y does not recommend ope rating th e REX mete r when it is displayi ng an error code. Status cod es indicat e the present opera ting cond itions; status codes d o not indicate a problem. Error codes. Error codes are displayed on the LCD by an E and a 5-digit cod e. The code indicate s the specific conditio n affecting the meter op eration. Se e Figure 5-1 fo r a sample error code displ ayed on t he meter LC D. This error condi tion is typica lly triggered when the microcontroller fa ils to reinitiali ze the meter en gine.

This code indicates the mete r had a problem storing meter data in its non volatile E EPROM. Th e REX me ter should be returned to the facto ry for repair or replacem ent. E00100: t able CRC error. This code in dicates a possi ble error in the REX met er’ s pr ogr amm ing. Dep end ing on w hich area of th e meter i s af fect ed, b il ling data ma y not be reliably accumu lated wh ile this error conditio n exists. T he REX meter shou ld be returned to the fact ory for repair or replacemen t. E01000: co nfigurat ion error. This code indicates a problem with the m eter’ s config uration. If the er ror c ontinues a fter r epr ogramming, the met er should be returned to the facto ry for repair or replacem ent. E10000: power fail data save error. This code indicat es that the data saved in nonvolat ile EEPR OM durin g a power f ailure may be i nvalid. Th is error will be displayed when po wer is restored to th e meter, an d a self check has discove r ed an error with the E EPROM data a fter a pow er fail data sav e.
