Ortlieb Classic Panniers
Ortlieb makes my favorite panniers. I've used these on several bike tours and have loved them. They make accessing stuff incredibly easy with the roll top. They're waterproof (trying to do a tour without waterproof panniers is a recipe for disaster). They have 20 liters of storage space per pannier. They come in 3 colors. They are insanely easy to mount, and don't wobble around on the rack (I'm looking at you Axiom).

They're a bit exspensive, but completely worth it in my opinion, and I don't see why you would ever need to replace them, unless they get stolen, because some UPS driver put a package on the front stoop of an apartment building where anyone could grab it. No, I'm not mad about it, really.
